It is constituted not by sentiment alone, but by some real threshold of:

The local cell is indispensable because sovereignty cannot become durable through solitary individuals and distant macro-structures alone. There must be a lived intermediate layer where plural sovereignty is exercised locally without requiring central command.

Yet the local cell should not be romanticized. Not every local form is sovereign. Cells can degrade into clique, sect, clan, cartel, conformity engine, or feud structure. A local order is sovereign only insofar as it remains voluntary, bounded, lawful, and resistant to capture.

Civilization exists when sovereign recursion becomes historically durable.

It is the horizon in which:
